Low-end tripods come complete.  Pro models sometimes not.

My recommendation for a budget 'pod: buy a set of used legs with
panhead at a fleamarket or garage sale, and buy a new Manfrotto
ballhead.

Used simple reflected light-meters (a selenium or CdS model) are dirt
cheap.  I have two that cost under $20 each.

Meters that do incident, flash, extreme low light, or digital display,
are *not* cheap, or common on the used market.   You might be better
of with a new one.

Gossen have a budget digital model that does all the above, it's
called the "sixtomat flash" here, but I'd bet it's different in the
USA (US marketeers can't seem to resist changing product names to put
their "scent mark" on a product).
