The issue here is not Target. The product that he ordered was not a Photo
CD, it was a Picture CD. These are two very different Kodak products with
confusing names.

The Photo CD is a disc of very high quality scans supplied in .PCD format.
The size of a .PCD file is about 5 megabytes each. A Picture CD supplies low
res .JPGs

I would not think that Target is your only option to have a photo CD
done.  If you have lots of time on your hands, though, get a scanner.
