I suggested BreezeBrowser Pro 
<http://www.breezesys.com/BreezeBrowser/index.htm> because it is 
designed to do 1 and 2 very well using raw or jpeg files.  It doesn't 
know anything about indexing but it does do a nice RGB histogram.  It's 
also very handy for sorting and ranking images and doing side-by-side 
comparisons.  It also creates proof images as well as simple html pages 
to control image display for the web.

It's my primary image review and display tool and is always called up 
first before asking it to pass off images to Picture Window or 
PhotoShop.  It is extensively used for downloading and reviewing large 
numbers of images during long photo shoots.  Where multiple 
photographers are involved it allows synchronizing the cameras by 
adjusting the time stamps to the base camera.  Then, if all images are 
loaded into the same directory and sorted by time you get a true 
chronological record.
