I had only read what you posted, Chuck, but now that I have dome as you
suggest, I see that the original text is just as confusing as the extract
you posted! I conclude that the USPS term "Lithium battery" does not extend
to the permitted small lithium and lithium-ion batteries - whatever the
chemistry, lithium metal or lithium-ion, if it fits the "small" definition,
by definition it isn't a "lithium battery".

As to who would know, I can't speak for USPS, but I know that Her Majesty's
Royal Mail asks what a parcel contains when it is handed over for posting,
so that is who would know. I would like to think that staff have fully
grasped what I hadn't grasped (above!) - but I strongly suspect not. And in
case the gatekeeper fails to intercept contraband batteries, parcels are
subject to xray examination, with the dire warning that parcels containing
prohibited items are liable to be destroyed (I hope not by incineration)!

I suppose lithium batteries would be OK if sent in a heavy steel case on a
Boeing Dreamliner?

I do understand the difference between lithium metal and lithium-ion. 
If you re-read sections 622.51 (lithium metal), 6.22.52 (lithium-ion) 
and 6.22.53 (small cells of both types) you will see that you are 
prohibited from labeling any type as a "lithium battery".

Furthermore, if you look at Exhibit 622.5 (immediately following the 
sections above) you'll see the title "International Lithium Battery 
Mailability".  As you'll see in the body of the exhibit, the term 
"lithium battery" is clearly used *generically* because the exhibit 
covers lithium batteries of all types.

They are all lithium batteries because they contain either metallic 
lithium or lithium-ions from a compound of lithium and some other element.

I think my point is still valid.  There are various prohibitions or 
restrictions against shipping these batteries yet the thing being 
prohibited or restricted cannot be externally identified on the package. 
  I ask again:  So who would know?  Certainly not the postal service.
