In the U.S., it's against Ebay policy to charge for PayPal.  They'll cancel 
your auction if you try to charge for it.  In Germany, for one, it's perfectly 
legal.

OTOH, I've done some auctions and specificaly stated that I didn't accept 
PayPal, but told the buyer that I had changed my mind and, in fact, I would 
take PayPal if he/she'd pay the fees.

Re: the shipping?  State a fixed price to U.S. destinations.  I usually say 
$8.00, which covers most small packages, including Ins and Del Tracking by USPS 
Priority Mail.
